LEAGUE RULES – FEBRUARY 2012

 

1              THAT THIS LEAGUE BE CALLED “THE DARWEN AND DISTRICT BOWLING LEAGUE”.

 

2              THE OBJECTS OF THE LEAGUE ARE:-

 

A)    TO ENCOURAGE AND IMPROVE BOWLING

B)    TO ORGANISE AND REGULATE ALL COMPETITIONS HELD UNDER ITS AUSPICES

C)    TO ENCOURAGE AND CREATE FRIENDLINESS AND GOOD FELLOWSHIP AMONGST THE BOWLING FRATERNITY OF DARWEN AND DISTRICT

 

3              THAT IT SHALL BE GOVERNED BY A PRESIDENT, CHAIRMAN,  GENERAL SECRETARY, COMPETITION SECRETARY, TREASURER, GENERAL COMMITTEE, ALONG WITH THE RESPECTIVE SUB-COMMITTEES TO BE ELECTED AT THE ANNUAL GENERAL MEETING HELD IN FEBRUARY EACH YEAR.

 

4              THE GENERAL COMMITTEE SHALL CONSIST OF TWO REPRESENTATIVES FROM EACH CLUB IN THE LEAGUE, TWO VOTES PER CLUB.  ANY CLUB NOT REPRESENTED AT ANY MEETING WILL BE FINED £5.

 

5              THAT THE LEAGUE FEES SHALL BE FIXED AT THE ANNUAL GENERAL MEETING AND TO BE PAID ON OR BEFORE THE REGISTRATION MEETING HELD IN FEBRUARY.

 

6              ANY SUGGESTED ALTERATION TO THE RULES MUST BE SUBMITTED IN WRITING TO THE SECRETARY FOURTEEN DAYS BEFORE THE ANNUAL GENERAL MEETING, WHICH SHALL BE HELD IN FEBRUARY EACH YEAR.

 

7              THE ACCOUNTS OF THE LEAGUE SHALL BE AUDITED ANNUALLY BY TWO MEMBERS.

 

8              THE SECRETARY SHALL CALL AN EXTRA ORDINARY ANNUAL GENERAL MEETING ON:-

 

A)    THE INSTRUCTIONS OF THE GENERAL MEETING

B)    THE INSTRUCTIONS OF THE ANNUAL GENERAL MEETING

C)    ANY CLUB, SUCH REQUEST BEING IN WRITING AND SIGNED BY THE CLUB CHAIRMAN AND SECRETARY.  SUCH MEETING SHALL BE CALLED WITHIN FOURTEEN DAYS OF RECEIPT OF THE REQUISITION.

 

9              THAT THE CAPTAIN OF EACH TEAM SHALL BE RESPONSIBLE FOR THE TEAM CONDUCT IN ANY MATCH.  THE TEAM CAPTAIN OR HIS NOMINEE TO BE REFEREE FOR THE HOME GAMES.

 

10            EACH TEAM SHALL CONSIST OF EIGHT PLAYERS, CLUBS ENTERING THE LEAGUE WITH MORE THAN ONE TEAM WILL BE REQUIRED TO HAVE FOUR PLAYERS “STARRED”, THESE PLAYERS WILL NOT BE ALLOWED TO PLAY WITH LOWER TEAMS OF THE SAME CLUB.  IF A PLAYER REGISTERS AFTER THE REGISTRATION MEETING, AND IS, IN THE OPINION OF THE HANDICAPPING COMMITTEE A “STAR” PLAYER, THEN THAT CLUB HE/SHE JOINS WILL HAVE AN EXTRA “STAR” PLAYER FOR THAT SEASON.

 

11            EACH CLUB SHALL REGISTER ANY NUMBER OF PLAYERS AND A LIST OF BONA-FIDE PLAYERS BE SUBMITTED ON THE REGISTRATION  FORMS PROVIDED, TO THE SECRETARY AT THE REGISTRATION MEETING, PRIOR TO THE START OF THE SEASON.  PLAYERS MAY BE REGISTERED UP TO THE FIRST MONDAY IN JULY, AT THE DISCRETION OF THE HANDICAPPING COMMITTEE.  EACH ADDITIONAL PLAYER AFTER THE REGISTRATION MEETING WILL PAY £2 TO LEAGUE FUNDS,

 

12            A PLAYER REGISTERED WITH MORE THAN ONE CLUB, WILL BE DEEMED TO HAVE REGISTERED WITH THE FIRST CLUB THAT THEY HAVE PLAYED FOR AND IN NO CIRCUMSTANCES WILL BE ALLOWED TO PLAY FOR ANY OTHER CLUB THAT SEASON.

 

13            THAT A PLAYER BE ALLOWED TO PLAY THE SCHEDULED FIXTURES FOR ONE TEAM ONLY IN ANY ONE WEEK.  THAT A  RE-ARRANGED FIXTURE WILL BE DEEMED TO TAKE PLACE ON THE ORIGINAL DATE OF SCHEDULE.

 

14            ALL INDIVIDUAL MATCHES WILL BE 21 UP.  TWO POINTS WILL BE AWARDED FOR EACH INDIVIDUAL WINNER AND TWO POINTS WILL BE AWARDED FOR THE AGGREGATE SCORE.

 

15            IF A TEAM PLAYS AN INELIGIBLE PLAYER, THE GAME AND POINTS WILL BE AWARDED TO THE OTHER SIDE WITH A 21 – 0 SCORE AND THE OFFENDING CLUB WILL BE FINED £2 FOR EACH INELIGIBLE PLAYER.

 

16            MATCH NIGHTS SHALL BE TUESDAY, EXCEPT BY CONSENT OF THE COMMITTEE PRIOR TO THE START OF THE SEASON.  GAMES TO START BY 7.00P.M., AFTER WHICH NO PRACTICE SHALL BE ALLOWED.  DURING APRIL,  AUGUST  AND SEPTEMBER GAMES TO COMMENCE AT 6.30 P.M.   IF A PLAYER IS NOT IN ATTENDANCE 45 MINUTES AFTER THE START TIME, A RESERVE MUST BE PLAYED, OTHERWISE THE POINTS GO TO THE OPPONENT.

 

17            IF A GREEN IS UNSUITABLE FOR PLAY ON THE NIGHT OF THE MATCH, IT SHALL BE ARRANGED BY MUTUAL CONSENT WITHIN 21 DAYS OF THE ORIGINAL DATE OF THE MATCH.  IF A NEW DATE CANNOT BE AGREED, THE HOME CLUB SHALL INFORM THE SECRETARY WITHIN 7 DAYS FROM THE POSTPONEMENT, A NEW DATE WILL BE FIXED BY THE DISPUTES COMMITTEE.   NO MATCH SHOULD BE POSTPONED UNLESS THE GREEN IS UNFIT FOR PLAY, OR PRIOR CONSENT OF THE MANAGEMENT COMMITTEE HAS BEEN OBTAINED.  THE GREENKEEPER OR IN HIS ABSENCE THE HOME CAPTAIN SHALL BE THE SOLE JUDGE AS TO THE FITNESS OF THE GREEN.  ALL TEAMS MUST TURN UP WET OR FINE.

 

18            ALL FINES TO BE PAID WITHIN ONE MONTH, FAILURE TO DO THIS WILL RESULT IN DISCIPLINARY ACTION BEING TAKEN.

 

19            THE HOME TEAM SHALL PROVIDE STANDARD JACKS FOR LEAGUE MATCHES (SEE B.C.G.B.A. RULES, APPENDIX A).  CONTRAVENTION OF THIS RULE MAY RESULT IN DISCIPLINARY ACTION BEING TAKEN AGAINST THE CLUB CONCERNED.  IT IS SUGGESTED THAT FOUR JACKS ARE USED AT ANY ONE TIME.

 

20            NO PLAYER SHALL BE ALLOWED TO PLAY IN MORE THAN TWO MATCHES AGAINST THE SAME TEAM.

 

21            IN THE EVENT OF ONE OR MORE PLAYERS FAILING TO PLAY HIS/HER GAME FOR THEIR TEAM, SUCH TEAM SHALL HAVE 21 POINTS DEDUCTED FOR EACH ABSENT PLAYER, AS WELL AS BEING FINED £2 FOR EACH ABSENT PLAYER.  IF A PLAYER IS ABSENT, THEN THE RESULT CARD SHOULD BE MARKED ACCORDINGLY.  FAILURE TO COMPLY MAY RESULT IN DISCIPLINARY ACTION BEING TAKEN.

 

22            ANY CLUB MAKING A PROTEST MUST LODGE A FEE OF £5 WITH THE SECRETARY, ALONG WITH THE PROTEST WITHIN 3 DAYS CLEAR AFTER THE INCIDENT.  IN THE CASE OF A DISPUTE WHICH INVOLVES A MEMBER OF THE DISPUTES COMMITTEE, THE SECRETARY HAS THE AUTHORITY TO SUBSTITUTE THAT MEMBER.

 

23            IN THE CASE OF TWO OR MORE TEAMS HAVING EQUAL NUMBER OF POINTS AT THE CLOSE OF FIXTURES, THE FOLLOWING SHALL APPLY PRIOR TO A PLAY OFF BEING ARRANGED ON A DATE AND VENUE NOMINATED BY THE DISPUTES COMMITTEE.

 

A)    THE TOTAL NUMBER OF WINS TO DECIDE

B)    IF STILL LEVEL, THE TOTAL NUMBER OF AWAY WINS TO DECIDE

 

24            THAT EACH CLUB SHALL PROVIDE A TAPE MEASURE TO MEASURE 19 METRES,  FAILURE TO PROVIDE A SUITABLE TAPE WILL RESULT IN A £5 FINE.

 

25            THE HANDICAPPING COMMITTEE SHALL MEET AS AND WHEN REQUIRED AND SHALL HAVE FULL CONTROL OVER ALL COMPETITIONS RUN IN CONJUNCTION WITH THE LEAGUE.  SUBSTITUTIONS MAY BE ALLOWED IN CUP COMPETITIONS AT THE COMMITTEE’S DISCRETION.

 

26            ANY NEW TEAM JOINING THE LEAGUE MUST PAY A £10 DEPOSIT WHICH WILL BE RETURNED IF ALL FIXTURES ARE FULFILLED.  FAILURE TO FULFIL ALL FIXTURES WILL RESULT IN THE DEPOSIT BEING FORFEITED.

 

27            ANY TEAM FAILING TO FULFIL A FIXTURE WILL BE DEALT WITH BY THE DISPUTES COMMITTEE, WHOSE  DECISION WILL BE FINAL.

 

28            ALL GREENS MUST BE READY FOR PLAY ON THE DATE FIXTURES COMMENCE, FAILURE TO DO THIS MAY RESULT IN DISCIPLINARY ACTION BEING TAKEN BY THE DISPUTES COMMITTEE.

 

29            THE HOME TEAM CAPTAIN SHALL FORWARD THE RESULT CARD TO THE FIXTURES SECRETARY IMMEDIATELY AFTER THE MATCH.  FAILURE OF THE HOME CAPTAIN TO PROVIDE THIS INFORMATION WITHIN 72 HOURS WILL RESULT IN A £2 FINE.  IF THE INFORMATION IS NOT RECEIVED WITHIN THE NEXT 48 HOURS, THE FINE WILL BE INCREASED TO £5.  FURTHER INFRINGEMENTS WILL BE DEALT WITH BY THE DISPUTES COMMITTEE.  THE AWAY TEAM CAPTAIN SHOULD KEEP A RECORD OF THE MATCH RESULT.

 

30            THAT ALL GAMES OF BOWLS PLAYED IN CONNECTION WITH THIS LEAGUE BE SUBJECT TO THE LAWS OF THE B.C.G.B.A., EXCEPT THOSE AMENDED BY LOCAL AGREEMENT.

 

31            ANY MATTER NOT COVERED IN THE FOREGOING RULES SHALL BE DECIDED UPON BY THE DISPUTES COMMITTEE, WHOSE DECISION SHALL BE FINAL.

 

32            IN THE CASE OF A TEAM FAILING TO TURN UP ON THE NIGHT OF A SCHEDULED FIXTURE, THE DISPUTES COMMITTEE MAY FINE THE TEAM UP TO £20, WITH THE TEAM HAVING TO PAY A £20 DEPOSIT NEXT SEASON.

 

33            THE PAIRINGS FOR INDIVIDUAL MATCHES WILL BE DECIDED BY THE TURNING OVER OF CARDS.

 

34            ANY PLAYER/TEAMS FAILING TO TURN UP ON A LEAGUE ORGANISED FINALS DAY WILL RESULT IN THE LOSS OF THEIR PRIZE MONEY.

 

35            MERIT COMPETITION

INVITED PLAYERS SHALL ENDEAVOUR TO FULFIL THEIR INCLUSION IN THE COMPETITION.  IF A PLAYER CANNOT, THEN THE CLUB SHOULD ARRANGE FOR A REPLACEMENT TO BE SENT AND NOTIFY THE SECRETARY PRIOR TO THE COMPETITION.  CLUBS THAT FAIL TO SEND A PLAYER WILL BE FINED £5.

 

PRESIDENTS CUP

EACH TEAM IN THE LEAGUE SHALL BE REPRESENTED BY AT LEAST ONE PLAYER.  A FINE OF £5 WILL BE IMPOSED ON EACH TEAM NOT REPRESENTED.

 

36            PRESENTATION NIGHT

EACH CLUB TO PURCHASE 4 TICKETS AND PROVIDE A RAFFLE PRIZE.
