Fixtures Book - List of League Rules

LONGRIDGE & DISTRICT BOWLING LEAGUE RULES


1. The League shall be known as the Longridge & District Mixed Bowling League.


2. The affairs of the League shall be governed by an Executive Committee, all of whom shall be elected at the Annual General Meeting.


3. The Executive Committee shall consist of TWELVE members, namely the President, Chairman, Vice-Chairman, Hon. Secretary, Hon. Fixtures Secretary, Hon. Treasurer and one representative from each Division of the League.


4. The Executive Committee shall meet as and when necessary, but not less than 3 times per year.


5. The Committee shall have the power to deal with any infringement of the League Rules, or any offence, or complaint, in connection with League matters. In the case of a team where the offence is found to affect the result of a League match, points shall be deducted if the Committee so decide.


6. No Committee Member may be present during the consideration of any complaint concerning any Club of which they are a member.


7. A Delegates Meeting will be held at least 30 days prior to the Annual General Meeting, each year.


8. The Annual General Meeting shall be held in January each year. Fourteen days notice shall be given of the Annual General Meeting. A statement of accounts for the year will be issued at the A.G.M. Notices of motion shall be submitted to the Hon. Secretary 28 days prior to the Annual General Meeting.


9. At the Annual General Meeting only one delegate from each team shall have the power to vote.


10. No rule shall be altered, rescinded or added without the sanction of at least two-thirds of those delegates voting at a General Meeting.


11. The club on whose green President's Day will be staged shall have the privilege of nominating the President for that year.


12. The League Fees shall be decided at the Annual General Meeting each year.


13. Any club wishing to enter a team in the League must be duly proposed and seconded and voted upon at a General Meeting. Such club shall receive two-thirds of the votes cast to be duly elected.


14. Any club may send a requisition to the Secretary to call a meeting of the Committee. Such requisition shall state the nature of the business to be brought forward and this shall be placed before the


15. Each team shall be furnished with a copy of the Rules of the League and shall be bound thereby.


16a. Any team, which, after receiving notice of the A.G.M., does not send a delegate to that meeting, will incur a fine of £10.00. Non-attendance at the Delegates Meeting will incur a fine of £5.00.


16b. Any team not participating in any League Competition, as detailed in the Handbook's Calendar of Events, without prior notice to the Hon. Secretary, will receive a fine of £20.00, unless apologies are given at least 5 days prior to the Competition.


16c. Any team with such fines remaining unpaid, could at the Executive Committee's discretion, be excluded from play the following season, until the fines are settled.


17. All games of bowls to be played in accordance with the Laws of the British Crown Green Bowling Association.


18. A list of members, complete with their B.C.G.B.A. Registration Numbers, of teams playing in the League shall be forwarded to the Hon. Fixtures Secretary on or before the 31st day of March and thereafter must be registered three days prior to taking part in a League match. Registrations will be allowed up until 30th June. In the event of any unforeseen circumstances, late registration will be allowed at the discretion of the Committee. Any team failing to comply with any part of this registration clause shall be fined £1.00 for each offence and any player concerned shall lose 0-21.


19. Each team shall consist of eight players. Should any team field less than seven players points will be deducted as follows: 1 player short - no penalty; 2 players short - 6 points deducted, plus 3 points for each offending member.


20. No member may play for more than one team in the course of the season.


21. Teams in the League play home and away matches each season, on dates as shown in the League Handbook and no alternative shall take place without notice being given to the Hon. Fixtures Secretary. In the event of a match being postponed owing to inclement weather, or any satisfactory reason, the match to stand as so far played, not replayed in its entirety, and completed on a date mutually agreed upon between the competing teams (See Rule 24).


22. In the event of a green being unplayable the home team should notify the visiting team of the postponement of that match as early as possible, but the home team shall have the final decision. Such match to be played within 21 days. If not so played then up to six points may be deducted.


23. Games postponed for reasons other than inclement weather must be played before the next fixture, but if not played a penalty of up to six points may be deducted from one or both teams.


24. The Hon. Fixtures Secretary must be kept informed, by both teams, of progress in the foregoing rules 21, 22 and 23.


25. Should any fixture not be played according to Rules 21/23, then the fixture WILL be played on the Sunday evening following the expiry of the 21 day period at the appropriate start time for that week of the season.


26. All league games must be played as per fixture book on Mondays except in the event of unforeseen circumstances.


27. Standard jacks belonging to the home team will be used for all matches and must be available for practice.


28. Player's averages, before the match, should be shown on the match card and that shall determine the matching of the opponents.


29. Scratch time to be one hour from start time.


30. Visiting teams shall have sole use of the green for ten minutes, commencing 15 minutes before start time, and finishing 5 minutes before start time, after which nobody shall practice.


31. The Home team Captain has the choice of order of play.


32. In the event of one or more games in a match being prevented from taking place by players not being present and their team having no reserve players, the score of 21-0 will not be debited or credited to the average score of the players concerned, but 21-10 for averages.


33. Each match shall be decided by the aggregate number of points. Three points home win, four points away win, one point home draw, two points away draw, plus one point per winning player. Matches to be singles, played to 21 up.


34. The Score Card, signed by the captain of each side, shall be retained for the season, by the home captain.


Each home captain to be responsible for the results being e-mailed or posted to the Honorary Fixtures Secretary. If the match result is not received by midnight of the Wednesday following a league match, one point will be deducted from the home team for each offence. In the case of Cup Matches, the result shall be e-mailed or posted by the winning captain.


35. In the event of two or more teams having the same number of points at the end of the season, in a situation which needs to split them, then the team with most wins will be the winner and, failing that, the team with the highest team aggregate will be declared the winner.


36. No player to play in the Semi-Final, or Final of a Cup, unless they have played two games prior to the Semi-Final and four games prior to the Final.


37. Covered cards will be used for Cup Matches. All Cup games on greens with no floodlights to be 21 up with 3 start on the card for all players. Where there are floodlights, games to be full 21 up (but may be shortened with 3 on the card by agreement of both captains, e.g. in the event of bad weather).


38. Cup matches shall be decided on aggregate. If tied, the greater number of winners shall decide. If still tied, three players shall be nominated, by each team, using covered cards up to 11. The team with most winners will succeed.


39. There shall be no practice when Cup Matches are played on neutral greens.


40. The individual Merit Prize for each division will be awarded to the player who has the greatest aggregate and has played a minimum of 14 games (7 of which are away). In the event of a tie, the player with the most wins shall be declared the winner. If equal on wins they shall play off on a neutral green.


41. No player may play on Merit Day other than a Team Merit Winner or First and Second Runner Up, (as per Rule 40).


42. The Merit Day winner will be nominated to play in the County Champion of League Champions


43. Any player, or team, not attending the League Presentation Night will not be entitled to receive any prizes given at the time.


44. Any Club, or venue, with more than one green, must hold all games, both League and Cup, whether as a neutral green, or otherwise, on the same green throughout the season, unless prior agreement with the Secretary has been obtained in writing.
